PARAPHRASE TELEGRAM.
The Governor of Hong Kong to the Secretary of
State for the Colonies.
(Received Colonial Office 22nd May, 1916)
See telegram from His Majesty's Minister at Pekin to Foreign Office on the subject of the Kowloon-Canton Railway dated 20th May. I suggest that the Hong Kong and Shanghai Bank should, be pressed to make advance. If they agree, conditions should be stipulated regarding the construction of loop line and the appointment of Engineer-in-Chief as General manager of the Chinese section. If they do not agree my opinion is that Hong Kon, could now afford to make the advance required from Colonial funds.
